Definition and scope

How it works
A bug bounty program operates through a defined lifecycle with distinct phases:

Common scenarios
Bug bounty programs appear across three principal deployment contexts in the US market:
Federal and government use: Following CISA's Binding Operational Directive 20-01 and subsequent Department of Defense initiatives — including the DoD Vulnerability Disclosure Program launched in 2016, the first such federal program — public sector adoption expanded significantly. As of the DoD's 2022 reporting, its program had received more than 50,000 vulnerability reports since inception.
Enterprise technology companies: Organizations operating large web-scale platforms, financial services systems, or consumer-facing applications use public bug bounty programs to supplement internal penetration testing. Reward ranges at major programs extend from $100 for low-severity findings to $250,000 or more for critical vulnerabilities in core infrastructure, with specific ceiling figures published in individual program policies.

Decision boundaries
Bug bounty programs are not appropriate for all organizational contexts, and distinguishing them from adjacent service categories is operationally important.
Bug bounty vs. penetration testing: A penetration test is a time-boxed, contracted engagement with a defined scope, a named vendor, and a guaranteed deliverable — a formal report. A bug bounty program is open-ended, researcher-driven, and produces findings only when researchers identify them. Penetration testing satisfies specific compliance requirements (PCI DSS, for instance, mandates annual penetration testing under PCI DSS Requirement 11.4) in ways that bug bounty programs typically do not, because they lack guaranteed coverage.
Bug bounty vs. vulnerability disclosure policy: A VDP establishes legal safe harbor and a reporting channel without financial incentives. Bug bounty programs add monetary rewards and therefore attract higher research volume and typically surface more complex vulnerabilities. CISA's guidance treats VDPs as the baseline and bounty programs as an advanced layer.
Scope limitations: Organizations with classified systems, critical operational technology (OT), or industrial control systems (ICS) governed under NERC CIP standards typically exclude those environments from bug bounty scope due to the risk of unintended disruption from testing activity.
